Describe the bug

When attempting to activate a link in a Card on my iPhone, I have to tap twice to activate the link. The first tap triggers the hover state, the second tap activates the link.

Reproduction steps

Note: You must be using an actual iOS device or a really good emulator to reproduce this. This cannot be reproduced using your desktop browser's dev tools.

  1. Go to https://primer-docs-preview.github.com/product
  2. Tap on one of the Cards (for example: the "Getting started" card)
  3. See that the hover state is shown, but I am not navigated to the link until I tap a second time

Expected behavior

  1. Go to https://primer-docs-preview.github.com/product
  2. Tap on one of the Cards (for example: the "Getting started" card)
  3. The Card's link is activated and I am navigated

Browsers

Only tested in Safari and Chrome

OS

iOS and possibly iPadOS
