Can't convert issue to discussion

I'm unable to convert the issue to the discussion.

Reproduction steps:

1. Go to any issue in your repository.
2. Click Convert to discussion button.
3. Choose a category and click I understand, convert this issue button.
4. Wait until loader disappears.

I'm redirected to the page like https://github.com/[org]/[repo]/discussions/[id], but it just throws error 404. In Discussions, there isn't anything new open. The issue that I wanted to convert is still open and the activity history in it looks following:

Tested in two different repositories, in both the same behavior.

In addition to what was reported, the Discussion number (or as mentioned, "ID") is increased by 1.

That's just happened to me right now! It also generates a 404 and the issue is closed, then reopened
